I think they are being monitored to make ensure they are... doing their work.

When I spoke with one of them on a rather sensitive subject, they seemed nervous of the shadows.

That makes sense to an extent, but for those who are rather diligent about their work, there should be a little less worry, and yet...

I wonder if this is why none of them want to confirm any of the papers we've found.
