Perhaps if you write to them and address them as 'additional departed occupant' or some such, they will be able to receive your letter.

Fourth, a letter from Kazunari Miyoshi suggested that there are more flowers that he would have liked to send to me, but they are censored out. It is odd - I cannot imagine what great importance this would hold.

Fifth, the departed themselves are also making a list of transactions in terms of tickets being sent to them, however it is worth noting indeed that there appears to be a delay in the letters sent. I do not know if their tally will make it to us by trial time.
